{"id":13603,"date":"2022-08-30T08:46:14","date_gmt":"2022-08-30T08:46:14","guid":{"rendered":"https:\/\/dailynewsindia.co.in\/index.php\/2022\/08\/30\/strategic-nature-of-climate-change-negotiations-a-manifestation-of-power-play\/"},"modified":"2022-08-30T08:46:14","modified_gmt":"2022-08-30T08:46:14","slug":"strategic-nature-of-climate-change-negotiations-a-manifestation-of-power-play","status":"publish","type":"post","link":"https:\/\/dailynewsindia.co.in\/index.php\/2022\/08\/30\/strategic-nature-of-climate-change-negotiations-a-manifestation-of-power-play\/","title":{"rendered":"Strategic Nature of Climate Change Negotiations \u2013 A Manifestation of Power Play"},"content":{"rendered":"<div class=\"dsprime\"><img decoding=\"async\" width=\"525\" height=\"350\" src=\"https:\/\/primexnewsnetwork.com\/wp-content\/uploads\/2022\/08\/Featured-16.jpg\" class=\"attachment-large size-large wp-post-image\" alt=\"\" loading=\"lazy\" style=\"margin-bottom: 10px\" \/><\/div>\n<p><span data-preserver-spaces=\"true\"><strong><em>Prof. Dr. Shashikala Gurpur, Fulbright Scholar, Director of Symbiosis Law School, Pune, Jean Monnet Chair Professor (EUC-LAMP)<\/em><\/strong><\/span><\/p>\n<p><strong><span data-preserver-spaces=\"true\">August 30: Symbiosis Law School, Pune<\/span><\/strong><span data-preserver-spaces=\"true\">, a constituent of Symbiosis International (Deemed University), held a\u00a0<strong>Distinguished Speaker Programme<\/strong>\u00a0under the aegis of the\u00a0<strong>Jean Monnet Chair for EU Climate Justice Law, Governance, Management and Policy (EUC-LAMP), Co-funded by EU<\/strong>\u00a0on\u00a0<strong>22nd August 2022.<\/strong>\u00a0It was held in\u00a0<strong>hybrid mode<\/strong>\u00a0from PDCLE Hall at 11 AM IST and was streamed live on the Zoom Platform.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">The lecture was delivered by\u00a0<strong>Ambassador Manjeev Singh Puri,<\/strong>\u00a0<strong>Former Deputy Permanent Representative of India to the UN PMI, Former Ambassador of India to the EU, Belgium, Luxembourg and Nepal,\u00a0<\/strong>on the topic\u00a0<strong>\u2018Strategic Nature of Climate Change Negotiation-A Manifestation of Power Play\u2019<\/strong>.<\/span><\/p>\n<p><strong><span data-preserver-spaces=\"true\">Prof.<\/span><\/strong><span data-preserver-spaces=\"true\">\u00a0<strong>Dr. Shashikala Gurpur,\u00a0<\/strong><em><strong>Fulbright Scholar,\u00a0<\/strong><\/em><strong>Director, Symbiosis Law School, Pune<\/strong><em><strong>,\u00a0<\/strong><\/em><strong>Dean, Faculty of Law, Symbiosis Law School, Pune,<\/strong><em><strong>\u00a0Jean Monnet Chair Professor (EUC-LAMP), Co-funded by Erasmus<\/strong><\/em><strong>,\u00a0<\/strong>delivered the welcome address. Dr. Gurpur briefed the audience on the Jean Monnet Distinguished Speaker Program and welcomed and felicitated the Guest Speaker. She mentioned that this was the first fully-fledged Internationalization Activity of SLS-Pune, the Jean Monnet Chair being officiated with this event.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">Introducing the Jean Monnet Chair, Dr. Gurpur noted that it was an achievement for SLS &#8211; Pune and Symbiosis International University<em>\u00a0<\/em>as it is one among the 30 holders of the Jean Monnet Chair across the globe. The main objective of the Chair, or \u201cEU Lamp\u201d<em>,\u00a0<\/em>according to Dr. Gurpur, is to\u00a0<em><strong>\u201c<\/strong><\/em><em>further dialogue, being a cradle of democracy<strong>\u201d<\/strong><\/em><strong>.<\/strong>\u00a0Quoting the Socratic Dialogue, Dr. Gurpur visualized the EU as\u00a0<em><strong>\u201can epitome of democracy\u201d<\/strong><\/em><strong>.<\/strong>\u00a0She went on to highlight how the Jean Monnet Chair is particularly relevant for the Indian context by showing how India\u2019s emission owing to its carbon footprint, forms a case study to understand and mitigate the risks of climate change. Concluding her address, Dr. Gurpur invited the Guest of Honour to share his valuable insights into active citizenry, democratic participation and civil engagement.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">Ambassador Manjeev Singh Puri commenced his address by sharing his past experiences as an Indian Diplomat and Ambassador. He mentioned how the 2004 Kyoto Protocol changed the dynamics of climate change where\u00a0<em>\u201cthe haves felt challenged by the have-nots.\u201d\u00a0<\/em>At this juncture, India being a developing country, found itself in the hot waters and was the hegemony of power. According to Mr. Puri, it continues to be an opportunity for India to forge partnerships with the European Union, given the current economic and political challenges faced by the EU. He further emphasized International Law being the\u00a0<em><strong>\u201c<\/strong><\/em><em>process of furthering national interest which is dependent on domestic laws, nature of its adoption and reception of countries\u201d<\/em>.<strong>\u00a0<\/strong><\/span><img decoding=\"async\" loading=\"lazy\" class=\"aligncenter size-full wp-image-21866\" src=\"https:\/\/primexnewsnetwork.com\/wp-content\/uploads\/2022\/08\/second-18.jpg\" alt=\"\" width=\"900\" height=\"600\" \/><\/p>\n<p><span data-preserver-spaces=\"true\">Mr. Puri introduced the students to the concept of\u00a0<em>\u201cRules-based International Order\u201d,\u00a0<\/em>which is privy to the hegemonistic rise of China and the dichotomy of the United States. He went on to note that\u00a0<em>\u201cInternational Law is about Hard Power. The countries that have hard power have the most interesting soft power.\u201d\u00a0<\/em><\/span><\/p>\n<p><span data-preserver-spaces=\"true\">Mr. Puri cited examples of climate negotiations taking a front seat and is now being given the recognition of a magnum that it deserves. In addition to this, he also focused on the emission of Carbon Dioxide becoming an\u00a0<em>\u201cintergenerational crisis\u201d.<\/em><\/span><\/p>\n<p><span data-preserver-spaces=\"true\">Explaining the genesis of Climate Negotiations, Mr. Puri pointed out that the 1988 Resolution of the United Nations General Assembly set things in motion for IPCC and Rio De Janeiro Protocol and gave rise to the idea of \u201ccommon but differentiated liability\u201d. He demonstrated with statistics that even after 30 years of emission policies in place, developed countries such as the United States, the United Kingdom, and European Union have more per capita emissions compared to developing countries like India and China.
